A tablespoon or tbls for liquids is a level tablespoon, for dry goods (i.e. sugar etc) it is usually a rounded tablespoon.

A rounded tablespoon means that there is as much above the edge of the spoon as in the bowl of the spoon.

A heaped tablespoon means as much as you can possibly get on the spoon.

A level tablespoon means where the ingredient is level with the edge of the spoon. The best way to achieve this is to run a knife along horizontally along the top of the spoon removing any excess.
